Senri Central Park Park Management x NOMURA Launches public-private partnership regional revitalization program for local governments and private companies

A program that tackles local issues through public-private partnerships, leading to communication and creating a place for the community.
The first recipient will be Kawachinagano City, Osaka Prefecture, where a public coloring event will be held on July 15th with the participation of local residents.
Senri Central Park Park Management Co., Ltd., a member of the H2O Retailing (H2O) Group, and NOMURA Co., Ltd. are working together with 11 other companies to vitalization business. In the year since its opening, Senri Central Park's activity hub, 1OOORE SCENES, has held about 70 community collaboration events, attracting a total of about 7,500 people, and contributing to the park's lively atmosphere. We are pleased to announce that the two companies will create a program based on their know-how and begin offering it to local governments, private companies, and organizations as a business.
The new program, "Paint the Wall! Change the Scenery! Move the Town!", includes mechanisms and practices for local residents and players to actively participate, leading to resident-led town development. The first recipient, Kawachinagano City, Osaka Prefecture, has partnered with Nakajima Mugi and will be implementing the program from January 2024. On Monday, July 15, 2024 (a national holiday), the Nitto-cho and Daishi-cho Art Workshop will hold a public town coloring event with resident participation, titled "Let's all paint together! A big picture to color the scenery," and will unveil the green slow mobility vehicle "Kurukuru" painted by workshop participants.
Key points of "Paint the walls! Change the scenery! Move the town!"
This program is comprised of three simple methods: 1. See, 2. Learn, and 3. Create. The specific implementation content is customized to suit the local issues of each local government, making it fun and easy for everyone to participate. As a result, the charm of the town is visualized through creative activities, such as collectively painting facilities and vehicles that residents use on a daily basis. The residents' own ideas and actions change the town's scenery, the town starts to move, communication and places to belong are created. This is a process-sharing program in which local governments, residents, and players experience and feel this process together.

"Paint the walls! Change the scenery! Move the town!" First introduction: Kawachinagano City public coloring event, results unveiling ceremony
The first city to introduce this program is Kawachinagano City, which began offering the service in January 2024. In the towns of Nitto and Daishi in Kawachinagano City, H2O Commercial Development Co., Ltd. and Minatoryo Social Welfare Corporation are acting as drivers to provisionally implement a transportation support business using the green slow mobility vehicle "Kurukuru" (operating on a fixed schedule and route).
In order to make this transportation support project a continuous one, there was a challenge of raising awareness of "Kurukuru" among local residents and raising their interest in town development. To solve this problem, Kawachinagano City, Senri Central Park Park Management, and NOMURA started an art workshop in January 2024 in which local residents would paint objects related to "Kurukuru" and Nitto Town and Daishi Town. As a culmination, on the final day, Monday, July 15, 2024 (national holiday), the "Kurukuru" painted by participants over a total of nine activities will be unveiled, and a public coloring event will be held in which participants will paint a hanging banner together with local residents.

H2O and Senri Central Park Management, NOMURA A case study of community revitalization through public-private partnerships
Senri Central Park Park Management and NOMURA are promoting a project based on the model "1OOORE SCENES." They are tackling local issues through public-private partnerships.


Paint the entire building!
Location: "1OOORE SCENES" at Senri Central Park, Toyonaka, Osaka
Event period: March 2023 ~
Summary of the event:
As part of vitalization business for the redevelopment of Senri Central Park, we renovated the architecture, interiors, and landscape of the former park management office, and planned to create a facility that would allow local residents to think about and create Senri Central Park together. As part of this project, we held a workshop to renovate an old warehouse into a community facility as an initiative to embody the concept of "creating a thousand landscapes together with local residents." Local residents chose the park's color and painted the entire building in that color.
The resulting changes:
After the workshops were over, the children who participated came to see what they had drawn, local residents who were involved came to talk to them, and they began to participate in other events. It also became a base for community activities that were previously scattered around, with 70 events held there a cumulative total of about 7,500 people using the site. In the spring, first graders who participated in the events put on their school bags and take commemorative photos, making it a cherished place for the local community to remember. The colorful artwork that blends in with the natural surroundings has become an opportunity to start greetings and conversations between local residents, local government officials, and staff from private companies.

Summary of the event:
Aiming to solve the problems of the local public transportation, the AI on-demand transportation "HANI+" was tested in Toyono Town. As an opportunity for local residents to think about the local transportation problems themselves, they walked around the town with local junior high school students and rediscovered the charm of the town. As a result, they found a color that would decorate the town, painted an on-demand bus, and ran it around the town.
The resulting changes:
Junior high school students participated in the project and thought about local issues together with adults, which enabled intergenerational sharing of issues. The students compiled the results into materials and promoted them to local residents and other students. Some participants even saw the Hanitas in action and took photos. Seeing this distinctive vehicle running through the city helped to raise awareness of Hanitas and raise awareness of local transportation issues.
