The financial situation of the national and local governments is still severe. In addition, many highways and public facilities built in the 1960s and 1970s are aging all at once. The public facilities business is reaching a major turning point.
It can be said that the movement to introduce the vitality of the private sector into the construction and operation of public facilities, such as PFI/PPP and the designated manager system, has inevitably appeared in such a social situation.
Looking at the developments so far, it can be said that the designated manager system and the conventional PFI system of the service purchase type were able to see a certain effect, but on the other hand, risk transfer to the private sector was limited. It is also a fact that the system has made it difficult for the private sector to have incentives, and it has been criticized for not being able to make full use of the know-how of the private sector. However, as part of the growth strategy, the PFI Law was amended and a concession system was introduced. A self-supporting PFI business that undertakes responsibility is also possible.
There are already many examples of such public sector openings to the private sector in other countries, but in Japan as well, there are various initiatives, such as the creation of complex facilities where private and public facilities coexist, such as airports. is becoming
